The Soviet “Internet” (OGAS) (All-State Automated System)
ambitious attempt to build a national computer network in Russia decades before the modern internet. The book that vividly dramatizes this era is Red Plenty by Francis Spufford – a mix of history, biography, and fiction. It tells the story of the mid-20th-century Soviet Union when leadership sincerely believed they could use science and “the planned economy” to out-produce Western capitalism. In the 1960s, a brilliant Soviet cyberneticist named Viktor Glushkov proposed OGAS.
Why it Failed: The project was ultimately crushed by bureaucratic infighting. The Ministry of Finance and Soviet leadership feared it would take away their political control, so they refused to fund it.
The Goal: It was designed to link thousands of computers across the Soviet Union to manage factories, raw materials, and consumer demand in real-time.
The Vision: Glushkov wanted a digital economy that would use advanced mathematics and computers to achieve absolute efficiency, eliminating paper, money, and economic waste.
